The Healthcare Freedom Fund will continue as a multi-candidate PAC and vehicle to advance free market policy proposals by supporting Health Care professionals running for Congress.
In concert with other elected Doctors, HFFund will support and help elect candidates who understand and work in the industry and will advocate for common sense solutions.

Dr. Phil Roe served as a U.S. Representative for Tennessee's 1st congressional district, serving from 2009 to 2021. From 2017 to 2019, Congressman Roe was Chairman of the House Committee on Veterans Affairs.
Phil was born on July 21, 1945, in Clarksville, Tennessee. He graduated from Austin Peay State University in 1967 and earned his Medical Degree from the University of Tennessee College of Medicine in 1970.
After graduating from medical school, Roe served in the United States Army Medical Corps, attached to the 2nd Infantry Division at Camp Casey, South Korea. He was discharged as a major in 1974. He then went into OB/GYN practice in Johnson City, retiring after 31 years, including his work as a physician at State of Franklin Healthcare Associates (SOFHA). SOFHA was founded in 1997. Roe delivered close to 5,000 babies throughout those 31 years.
Upon leaving Congress, Dr. Roe is actively involved in developing the next generation of healthcare leaders in Congress through a PAC he founded, the Healthcare Freedom Fund. He also currently serves on the Dole Foundation Board, the United States Israel Education Association Board and was appointed by Tennessee Governor Bill Lee to the Board of Trustees at Austin Peay University. An avid guitar player, Phil’s band the Pony Express, which produced an album in 1972, has reunited several times over the past decade and enjoys playing Bluegrass music. Phil makes his home in Johnson City with wife Clarinda.
A donation of $5,000 entitles you to a seat at the Breakfast Club events along with two spots at the Retreat Weekend for the year. Single events can be attended with a donation of $1,000 PAC/Personal.
